Highlights of Budget 2009
Enhancing Health Services
* Excise duty specific on cigarettes increased by three sen from 15 sen per stick to 18 sen per stick. With this, the duty for a 20-stick pack of cigarettes is now increased by 60 sen.
Social Safety Net
* Eligibility criteria for welfare assistance under the Welfare Department, increased from a monthly household income of RM400 to RM720 for Peninsular Malaysia, RM830 for Sarawak and RM960 for Sabah.
* Government pensioners who had served at least 25 years upon retirement, will receive a pension of not less than RM720 per month, effective Jan 1 2009.
* The Government will now also set up a Special fund of RM25mil set up to channel financial assistance to victims of calamities such as floods and fire.
Eradicating Poverty
* Programmes to enhance income, as well as provide skills and career development training under the Skim Pembangunan Kesejahteraan Rakyat to be continued. In addition, Program Lonjakan Mega Luar Bandar is being implemented in Pulau Banggi, Sabah and Tanjung Gahai, in Kuala Lipis, Pahang.
* In 2009, RM50mil is allocated to build 1,400 new houses and repair 1,000 houses under the Housing Assistance Programme. Priority will be given to senior citizens, the disabled and single parents with many dependents as well as victims of natural disasters.
* RM580mil and RM420mil allocated for Sabah and Sarawak respectively to increase income and enhance quality of life of Malaysians there by improving basic amenities, such as electricity, water and rural roads.
* Households which incur monthly electricity bills of RM20 or less, will not have to pay for electricity, for the period from 1 October 2008 to end of 2009.
* The current tax rebate of RM350 per person be increased to RM400 for those with taxable income of RM35,000 and below.
* All interest income from savings for individuals be tax exempt.
* Reduce import duties on various consumer durables from between 10% and 60% to between 5% and 30%. These include blender, rice cooker, microwave oven and electric kettle.
Full import duty exemption on several food items, which currently attract import duties of between 2% and 20%. These include vermicelli, biscuits, fruit juices and canned sweet corn.
* Reduce the road tax on private passenger vehicles with diesel engines to be the same as those with petrol engines, effective 1 September 2008.

* Travel allowance for commuting to work provided by employers be given full tax deduction, while the employees receiving such an allowance be given tax exemption of up to RM2,400 per year.
* Tax exemption be given to employees on:
- Interest subsidies on housing, motor vehicles and education loans. The tax exemption will be limited to total loans up to RM300,000;
- Mobile phones, as well as telephone and internet bills paid by the employer;
- Staff discounts of up to RM1,000 a year on company traded goods;
- Staff discounts on services rendered by the company, such as private schools providing free education to children of their employees; and
- Childcare allowance of up to RM2,400 per year.
* Tax exemption on medical benefits provided by employers to include expenses on maternity and traditional medicine, namely acupuncture and ayurvedic.
* Effective Jan 1 2009, civil servants with a monthly household income of RM3,000 eligible for a subsidy of RM180 per month.
Improving Public Transportation
* A sum of RM35bil will be expended during the period 2009 to 2014 to improve public transportation.
* The existing LRT system in the Klang Valley will be extended by 30km, that is 15km respectively, for Kelana Jaya and Ampang lines. Upon completion in 2011, the extensions are expected to benefit 2.6 million residents in the Subang Jaya-USJ and Kinrara-Puchong areas, compared with 1.9 million currently.
* A new LRT line will be built along a 42km route from Kota Damansara to Cheras; to be completed in 2014.
* The commuter rail services of Keretapi Tanah Melayu Berhad (KTMB) will be upgraded. Rehabilitation works are being undertaken on the existing 20 Electric Multiple Units (EMUs) and are expected to be completed in 2009. An additional 13 new units of EMUs will be acquired and be operational by 2011.
* To reduce the operating costs of public transport operators:
- government will provide a soft loan facility of RM3bil under the Public Transportation Fund, administered by Bank Pembangunan Malaysia Berhad (BPMB), to finance the acquisition of buses and rail assets; and
- reduce toll charges by 50% for all buses, except at border entry points, namely Johor Causeway, Second Link and Bukit Kayu Hitam, for a period of two years, effective Sept 15 2008.
* Road tax will also be reduce to RM20 a year for all bus, taxi, car rental and limousine operators.
Food Security
* Sum of RM5.6bil is provided under the National Food Security Policy, for the period 2008 to 2010. This allocation is to provide incentives to agriculture entrepreneurs to reduce production costs and encourage higher agriculture output.
* RM300mil allocated to increase fish landings. Of this, RM180mil is in the form of cost of living allowance to fishermen and fishing boat owners, as well as RM120mil as incentive for fish landings.
* RM1bil allocation as incentives for 220,000 padi farmers throughout the country to increase padi production.
Generating Income Through Micro Credit
* RM160mil allocated to provide better education opportunities as well as improve health and basic amenities for the Orang Asli.
* A monthly allowance of RM150 to disabled who are unable to work. In addition, the monthly allowance for disabled students in special education schools, will also be increased from RM50 to RM150, while teaching assistants in these schools will be provided incentive payments of RM200 per month.
* In 2009, an allocation of RM330mil is provided to Jabatan Perumahan Negara to complete 4,400 units of Program Perumahan Rakyat (PPR) Disewa, 1,500 units of PPR Bersepadu and 600 units of PPR Dimiliki. In addition, Syarikat Perumahan Negara Berhad will build 33,000 low cost houses.
* For civil servants, tenure of new housing loans extended from 25 years to 30 years. They will also be provided housing loan facility for renovation works on houses not purchased through Government housing loan.
* For medium cost houses of up to RM250,000, a 50% stamp duty exemption is extended to the loan agreement on top of the 50% stamp duty exemption on the instrument of transfer.
* For companies contributing to charitable institutions, the limit of tax deduction be increased from 7% to 10% of aggregate income.

* Allocation of RM3bil to intensify efforts to further develop Sabah and Sarawak for infrastructure projects, including 266 km of federal and rural roads, benefiting more than 550,000 residents.
* An allocation of RM3.3bil is provided for Sarawak to implement various projects, including the construction of 230 km of federal and rural roads, benefiting more than 350,000 residents.
Second Strategy: Developing Quality Human Capital
* A sum of RM70mil is allocated in 2009 to train 5,600 nurses in training colleges under the Ministry of Health, with 2,000 in recognised private training colleges.
* To meet the need for new schools and replace dilapidated schools, 110 primary and 181 secondary schools will be built. In addition, to ensure that existing schools are well maintained, an allocation of RM615mil is provided.
* RM14.1bil to improve quality of learning at institutions of higher learning. Of this, RM8bil is for Operating Expenditure for public institutions of higher learning, RM627mil for polytechnics and community colleges as well as RM37mil for the Malaysian Qualification Agency.
Culture of Excellence
* The highest marginal tax rate for individuals be reduced from 28% to 27%, effective the year of assessment 2009. In addition, the marginal tax rate of 13% will also be reduced to 12%, which will benefit the middle income group.
* Recruitment costs, such as payments to employment agencies and participation in job fairs, be tax deductible.
Third Strategy: Strengthening The Nation’s Resilience
* To encourage private sector activities, tax treatment on group relief be enhanced by allowing losses for the purpose of offsetting be increased from 50% to 70%.
* An additional RM300mil under the Strategic Investment Fund to further strengthen private investment in Iskandar Malaysia.
Promoting Tourism
* New investments by 4-star and 5-star hotel operators in Sabah and Sarawak be given Pioneer Status with 100% income tax exemption or Investment Tax Allowance of 100% for 5 years.
* RM50mil for conservation works of heritage sites in Malacca and Penang to support activities undertaken by non-governmental organisations (NGOs) and private sector.
Promoting Venture Capital Companies
* Venture capital companies that invest at least 30% of their funds in start-up, early stage financing or seed capital be eligible for a 5-year tax exemption.
Promoting Small and Medium Enterprises
* All SME assets in the form of plant and machinery acquired in the years of assessment 2009 and 2010 be given Accelerated Capital Allowance to be claimed within one year. In addition, SMEs are allowed to claim full Capital Allowance on all small value assets within one year.
National Energy Plan
* Exemption of import duty and sales tax on solar photovoltaic system equipment, import duty and sales tax on intermediate goods such as High Efficiency Motors and insulation materials; sales tax on locally manufactured solar heating system equipment; sales tax on locally manufactured energy efficient consumers goods such as refrigerators, air-conditioners, lightings, fans and televisions; and 100% import duty and 50% excise duty on new hybrid CBU cars, with engine capacity below 2,000 cc, be given to franchise importers. This exemption is given for a period of two years to prepare for the local assembly of such cars.
Towards A Vibrant Capital Market
* Tax exemption be given on fees received by domestic intermediaries, which successfully list foreign companies and foreign investment products in Bursa Malaysia. This measure will also enable domestic investors to acquire shares of foreign companies listed in the local exchange.
* Current tax rate on dividends received by foreign institutional investors from Real Estate Investment Trusts (REIT) be reduced from 20% to 10%. Recognising that REITs is an attractive investment product for individuals as well, the Government also proposes a reduction in tax rate from 15% to 10%.
Ensuring Public Safety
* RM5.4bil is allocated in the 2009 Budget to enhance the capacity of the Royal Malaysian Police (PDRM). Of this, RM4.8bil is for Operating Expenditure and RM600mil for Development Expenditure.
* RM220mil is allocated in 2009 for the construction of police headquarters and stations nationwide.
* For the period 2008 to 2010, a total of 22,800 constables and 3,000 inspectors will be recruited. In addition, the special incentive allowance for PDRM personnel will be increased from RM100 to RM200 monthly, effective Jan 1 2009.
* All business premises installed with security control equipment be given Accelerated Capital Allowance, which is fully claimable within one year.
Civil Service
* A bonus of one-month salary, subject to a minimum of RM1,000 for 2008. The bonus will be paid in two instalments, namely in September and December 2008.
I expect that government will rise the tax of cigarettes and alchohol but no because I hate smokers and drinker haha.. Overall it doesnt bring me any suprise or feel that how can helping our daily life to ease some burden but admit for the road tax I can save a bit but I wonder how can a hse using just only RM20 its impossibe bcos it means less than 97kwh a month 0.218 old price..
Nowadays hse already change to new digital meter not the past analog meter zz my hse recently just convert by TNB new digital meter than I can feel the precision, accuracy and consumption of my new meter which is always blinkung the red light..
My hse 2 ppl stay I survey with close everything need electricity include light, TV, astro, water heater, aircond only left 1 fridge, water pump for aquarium and 2 fan 3light at night only noon no ppl at home.. Then what I survey is a hse with minimal usage electricity also need 8kwh per day about RM50 a month.. Better dont help ppl if really like this RM20 if whose hse now electricity only RM20 sure TNB will go their hse check here and there and change a new digital la MR Prime Minister!!!zz hai..
Pak Lah u only help those minority problem and thing that doesnt affect us majority for example like me didnt feel anything that can ease our burden to facing nowadays inflation.. I didnt expect you can help us much but I hope you really can help us ease little little burden like what u boast through media few day ago telling Budget 2009 will focus to rakyat more plus because BN keep lose then they need to help ppl to gain back their support but no everything that prove at the fact it is not..

PERMATANG PAUH

1. Apa yang telah dijangka sudah pun berlaku.
2. Anwar menang.
3. Barisan Nasional kalah.
4. Saya biasa menulis berkenaan dilema Melayu. Saya percaya dalam pilihanraya kecil Permatang Pauh ramai yang berada dalam keadaan serba salah. Bukan sahaja Melayu tetapi juga bukan Melayu.
5. Ramai pengundi tidak ingin undi bagi Dato Seri Anwar. Tetapi mereka juga tidak ingin undi Barisan Nasional. Calon Barisan Nasional baik tetapi kalau beliau menang maka Dato Seri Abdullah Ahmad Badawi akan dakwa yang dirinya menang, dakwa yang sokongan kepada Barisan Nasional iaitu pada dirinya sudah kembali, dakwa Barisan Nasional telah dipulih dibawah kepimpinannya.
6. Saya percaya dengan berat hati penyokong-penyokong Barisan Nasional telah undi PKR supaya Dato Seri Abdullah akan sedar yang kepimpinannya tidak dikehendaki lagi.
7. Wang yang banyak telah ditabur atau dijanji akan ditabur. Pekerja Barisan Nasional dibayar saguhati. Calon yang diletak sesuai juga. Apakah yang tidak kena dengan Barisan Nasional sehingga pengundi memberi kelebihan undi yang lebih banyak dari bulan Mac kepada Dato Anwar yang enggan bersumpah.

Anwar Wins In Permatang Pauh
Merdeka, merdeka, merdeka!!!
Parti Keadilan Rakyat advisor Datuk Seri Anwar Ibrahim won the Permatang Pauh parliamentary by-election by a majority of 15,671 votes.
Anwar secured 31,195 votes while Barisan Nasional's Datuk Arif Shah Omar Shah obtained 15,524 votes.
Angkatan Keadilan Insan Malaysia's Hanafi Mamat secured only 92 votes and lost his deposit.
The result was announced by Returning Officer Roslan Yahaya at 10.02pm at the Aminuddin Baki Hall of the Tuanku Bainun Teacher's Institute here.

A Ustaz and UMNO member declare oath are false..
KEMUNCULAN MENGEJUTKAN... Imam yang menjadi saksi Mohd Saiful Bukhari Azlan bersumpah mengikut syariat Islam di Masjid Wilayah Persekutuan 15 Ogos lalu, Ramlang Porigi muncul di umum tiga kali malam tadi di Permatang Pauh ketika kempen pilihan raya kecil masuk buat hari yang kesembilan.
Dalam ketiga-tiga kemunculan itu beliau, seorang kakitangan kerajaan, ahli Pemuda Umno dan pengundi di Permatang Pauh menegaskan, sumpah mubahalah dibuat Saiful tidak sah. Malah beliau juga bertemu dengan media selepas itu, kira-kira 12.40 tengah malam tadi.

Tunku Abdul Aziz joins DAP
A former vice-chairman of Transparency International’s Board of Directors Tunku Abdul Aziz Ibrahim has joined the DAP and been appointed the party’s vice-chairman.
The announcement of Tunku Abdul Aziz’s appointment as party member and vice-chairman was made by DAP secretary-general Lim Guan Eng on Sunday at the party’s two-day 15th National Congress here.
Speaking at a press conference after the announcement, Tunku Abdul Aziz said although he became a DAP member only on Saturday, he had been monitoring the party’s progress, “without their knowledge” for the past 20 years.
“I am a brand new member. The decision to join the party was taken a long time ago, but only yesterday (Saturday) I signed the application form.

Merdaka Days is near but this year under leadership of Barisan Nasional the atmosphere are look very down in the past 50 years because every Malaysia nationality hoping for change.. At the same time Datuk Seri Anwar Ibrahim is campaigning for the by election in Permatang Pauh and hoping by this he can direct enter the parliament and get 30MPs to form a new clean government to ruling us=) Even the previous Prime Ministers Tun Mahathir also criticised in his blog few days ago that the 1st time since Malaysia independant our Merdeka days are so boring and moody=(
For this year Merdeka day celebration the biggest gift and hope for mostly Malaysian is Datuk Seri Anwar Ibrahim can win his by election, this is what we want.. Government telling every ppl that the fuel price are very cheap they selling us but the facts is the global market are more cheaper than the fuel that government subsidy us..
Barisan government who cut every cost include the subsidy for Malaysian this year even the cost for the Merdaka celebration for the reasons they wanna save the money in government to helping those poor and dont wanna waste but at the same time we can see them change all their Proton Perdana's cars to be superior luxury Mercedes Benz E class cost dunno how many million for the reason of Perdanass quality are not good as Benz.. This is sure how can Perdana quality beats the Mercedes?!zz those poorer the help all is Barisan family, relatives, cronies, frens and their members..

Deputy Prime Minister Najib willing to do everthing to winning this by election by so many defaming of Datuk Anwar and alot of dirty tricks and even daring to swear.. It's by election swearing tactis campaigning now.. If by swear then what use of the laws?! Not only that he again using government jet for his election purpose=( Agains use our Jet.. Government thought us beggar?
Retail petrol price of RON97 has been reduced by 15 sen to RM2.55 per litre while retail diesel price reduced by eight sen to RM2.50 per litre effective tomorrow, Prime Minister Datuk Seri Abdullah Ahmad Badawi announced here, Friday..
Do u all know what is the crude oil price now? $121 per barrel a few days ago is fall until $112, if after convert the currency is about 3.2 is only RM358 +/- per barrel.. On June world crude oil price is $135 means RM432 per barrel and government rise to RM2.70 from RM1.90..
Try calculate yourself if RM387 +/- (the price rise that$121) we need pay how much using the world price without subsidy? Its just only about RM2.42 +/- without subsidy and after subsidy is RM2.12=) before few days its just only about RM2 per litre petrol..
Why we buy petrol which being subsidy are more expensive then world market price? Other country citizen without subsidy by their government now only purchase petrol using $0.7 after convert our currency its just RM2.4 per litre!! extra 15sen we need to pay and government keep praising they care us and they help us the subsidy us bla bla bla.. Zzz
Maybe my mathmetic are worse dunno how calculate or I calcute wrong, if not believe me u guys can online search the market price of crude oil and the currency exchange then calculate yourself=)

RASUAH DALAM UMNO

1. Dato Seri Adnan Yaakob, Menteri Besar Pahang telah membuat kenyataan yang beliau tidak akan bertanding untuk Majlis Tertinggi UMNO kerana rasuah yang berleluasa dalam kempen pemilihan ketua-ketua pemuda, ketua bahagian dan Majlis Tertinggi.
2. Sebelum ini saya telah lapor berkenaan tindakan dua tokoh UMNO; seorang Ketua Bahagian yang menulis kepada Ibu Pejabat UMNO berkenaan rasuah yang dilakukan oleh Presiden sendiri untuk mendapat sokongan bagi pencalonannya sebagai Presiden pada Disember ini dan yang satu lagi tindakan seorang veteran UMNO yang telah lapor kepada Badan Pencegah Rasuah berkenaan rasuah yang sama yang dilakukan oleh Presiden, walaupun ia sendiri kerap bercakap dan mendesak semua orang supaya jangan amalkan rasuah.
3. Baru-baru ini saya telah dapat maklumat daripada beberapa pemimpin UMNO bahawa rasuah, iaitu pemberian duit yang tidak kecil jumlahnya dan pemberian lain-lain, telah dilakukan untuk pemilihan ke Majlis Tertinggi dan Ketua Pemuda.
4. Lebih daripada 150 ahli telah dikenalpasti yang akan mencabar ketua-ketua bahagian yang ada sekarang dengan diberi sogokan wang yang besar. Ada pula Ketua Bahagian yang diberi kontrak projek Kerajaan supaya mencalonkan calon tertentu.
5. Mereka yang menjadi Ketua Bahagian sekarang yang akan dicabar dan dijatuhkan tahu dan sedar yang rasuah ini sedang berlaku. Mereka kecewa. Tetapi mereka tidak sanggup mendedah secara tepat dan terbuka orang yang memberi sogokan dan siapa yang mereka dikehendaki mencalon dan menyokong dan lain-lain butir dan maklumat berkenaan kegiatan rasuah ini. Mereka yang disogok pula tidak sanggup membuat apa-apa laporan.
6. Mereka sedar bahawa rasuah yang berleluasa dalam UMNO ini akan menghancurkan parti, dan merosakkan masa depan orang Melayu dan negara Malaysia tetapi mereka masih berharap apabila mereka sudah tidak jadi Ketua Bahagian, tidak jadi ahli atau memegang jawatan dalam Majlis Tertinggi, apabila mereka tidak lagi jadi Menteri atau Timbalan Menteri, mereka mungkin diberi saguhati dengan dilantik sebagai Senator dan melalui saluran ini mungkin dapat jadi Menteri lagi, atau dapat jadi pengerusi syarikat GLC, atau jadi penasihat berpangkat Menteri kepada PM atau pengerusi badan-badan lain, atau dijadikan duta dan lain-lain, semuanya dengan elaun-elaun yang lumayan juga.
7. Oleh kerana harapan ini mereka sanggup melihat rasuah berleluasa dalam UMNO, melihat UMNO hancur, melihat orang Melayu diperhambakan, menjadi golongan yang miskin dan tidak berkuasa dalam negara, merosakkan negara. Tidak ada seorang pun daripada mereka, daripada Timbalan Presiden sehingga ke ketua cawangan, yang akan sanggup mendedah secara jelas, mengeluar 'statutory declaration' berkenaan rasuah yang akan hancurkan UMNO dan menghakis apa sedikit daripada kuasa orang Melayu di negara ini yang masih ada.
8. Mereka ini berharap orang luar daripada UMNO, NGO (Badan bukan Kerajaan) Melayu akan menyelamat UMNO supaya mereka yang tersingkir akan dapat kembali jawatan-jawatan mereka.
9. Semua ini berlaku kerana presiden UMNO membenar ianya berlaku. Sebagai Perdana Menteri beliau dipercayai akan selamatkan mereka yang terlibat dengan mengguna rasuah untuk mendapat tempat dalam kepimpinan UMNO daripada apa-apa tindakan jika laporan dibuat kepada Jawatan Kuasa Disiplin Parti atau Badan Pencegah Rasuah.
10. Perjuangan 62 tahun UMNO akan menjadi sia-sia kerana UMNO sudah dilanda gejala rasuah dan tidak lagi dapat perjuangkan tujuan-tujuan yang UMNO ditubuh. Perjuangan pemimpin dan ahli UMNO sekarang tertumpu kepada mendapat sesuatu bagi diri sendiri. Kerana semua mereka sudah terlibat dengan rasuah, samada memberi atau menerima, tiada ada siapa yang ingin bertindak memberhentikan jenayah ini.
11. Inilah keadaan dalam UMNO sekarang.
12. Malangnya yang boleh bertindak hanyalah ahli UMNO.
13. Saya tidak fikir ada dalam UMNO orang yang mampu bertindak. Masing-masing hanya utamakan kepentingan diri. Apa yang akan jadi pada kaum bangsanya tidak mengapa asalkan diri sendiri mendapat sesuatu.
14. Hari ini UMNO belum hancur lagi tetapi ia jelas sudah lemah. Dengan tahap kelemahan ini sahaja pun orang Melayu sudah berada dalam keadaan kelam kelibut, berpecah dan terdedah pada macam-macam serangan terhadap maruah bangsa dan agama yang mereka tidak berupaya mempertahankan.
15. Percayalah, apabila orang Melayu begitu mudah menjual hak mengundi mereka, ahkhirnya mereka akan terima padahnya; mereka akan hilang apa juga kuasa yang sedikit yang ada pada mereka untuk menyelamatkan kaum bangsa mereka. Mereka akan kembali menjadi hamba orang, mempertahankan orang. Mereka akan jadi seperti orang Melayu Singapura yang sudah jadi kaum minoriti yang termiskin di pulau yang sebenarnya sebahagian dari Tanah Melayu dahulu. Inilah nasib yang menunggu orang Melayu.

Oh pity Lee Chong Wei
I really cant sleep after Malaysia shuttler Lee Chong Wei lose to China Lin Dan 2-0.. Not only me feel sad but I guess every supporter of malaysia Badminton also feel same.. I really put hope and sure that Lee Chong Wei can get gold in Beijing 2008 that why I every of his game I also watch because I wanna witness Malaysia dream of getting gold=( I always hope that Malaysia can bring back a gold medal frm Olympic until now also we cant get how many 4yrs we should wait to see the 1st gold same with the election when only will BN fall frm ruling us?! Even our neighbour Indonesia already capture many of the gold medal in Olympic game, sometimes really feel Indonesia are more better than Malaysia but the facts malaysia always look down at Indonesia zz
The game frm beginning we ad notice that Lee chong Wei already green green face with full of stress plus those China supporter are alot alot there shouting and screaming to support their players Zz and whenever Lee play well then sure got China supporter boos him, causing he more stress.. His stress are very heavy after winning the senifinal bcos all Malaysian are putting hope to him.. This stress are not normal ppl can face plus in the base of ppl with alot of supporter..
Our Deputy Prime Minister Najib also giving him alot stress through media he telling Lee Chong Wei dont be arrogant because he is more nearer and nearer to get the gold, this is the word that anti-chinese leader support!! Wow this is support meh?! Even our beloved Agung also more better than him 10000& because Agong always giving him support with the sincere heart and praying for our contingent but what our DPM doing?! This Najib I will 1st stand up to objection "Bantahan" if he really be the next Prime Minister, no matter who be PM but as long as not killer and racist holding the post!! Badawi are Bapa kejatuhan he trying to ruins our country then still many many many of supporter still support them..
Not only stress Lee chong Wei having frm every corner but every move and skill of him playing are being counter attack maybe because his every move already being study by China to defeat him all his weakness already Lin Dan knows.. China really are a great country with many talent.. Watching video tape everyday to finding searching his weakness =(

Archer Chu Sian in quarterfinal =)
BEIJING, Aug 15 -- In a nail-biting shootoff, Malaysia's Cheng Chu Sian struck bull's eye to upset Olympic record holder Lee Chang Hwan to enter the men's individual quarterfinal today.
Both were tied 105-105 after the regular 12 arrows.
In the shoot-off, both scored a nine with the first arrow and in the second, Lee, aimed first and again struck a nine.
Cheng saw his chance. He stepped up and, displaying nerves of steel hit the centre of the board for the second time in the third-round bout.
The arena erupted into applause to the dismay of a large crowd of Korean fans who had come to cheer for the experienced Lee.
"I told myself that I must do my best to make up for the team event. I went to sleep early last night," said the 22-year-old from Penang.
"I have beaten him before but I cannot recall when. Lee has also lost to Wan Khalmizam before and possibly because of this, he is under a lot of pressure when he faces opposition from Malaysia," Cheng added.
Cheng will meet Bair Badenov of Russia at 4.13pm today. The Russian advanced by ousting Jay Lyon of Canada 115-110.
This the best achievement by a Malaysian archer in Olympic history in a sport that is still relatively unpopular back home.
Lee, who is a part of the South Korea gold winning team, scored an Olympic record of 117 only two days ago in the first round.
Cheng was one point behind after the second arrow but his consistency prevailed to a 52-50 lead midway as the Korean dropped back with a dismal seven in the third arrow.
After nine arrows, both were level at 78-78. Cheng was one behind again after the 10th arrow but he recovered with a perfect 10 in the 11th arrow to make it 96-96 going into the final arrow where both shot a nine to tie 105-105 to force the shoot-off.
Cheng, who is the highest ranked Malaysian in the world standing, at number 13, had fared the worst during the team quarterfinals in teaming up with Wan Khalmizam Abd Aziz and Muhd Marbawi Sulaiman.
The team, ranked number four in the world, was hoping to make the semi finals to get into the medal running.

Najib menitah Chong Wei menang pingat emas
Timbalan Perdana Menteri, Datuk Seri Najib Tun Razak bertitah seperti raja bahawa dia mahu pemain perseorangan badminton negara, Lee Chong Wei menang pingat emas dan mencatat sejarah sukan negara.
``Saya harap Chong Wei tidak akan merasakan dia sudah sampai ke kemuncak kerana dia semakin menghampiri pingat emas yang diidamkan dan dinantikan oleh rakyat Malaysia,’’ katanya pada sidang akhbar selepas melawat Pameran Pertanian Hortikultur dan Agro Pelancongan (MAHA 2008) hari ini.
Apa maksud dia?! Menang kalah adalah depends pada perfomance kedua dua belah pihak dlm perlawanan susah nak kata siapa menang atau kalah krn kadang kala ia juga terpulang pada nasib dan ketenangan hati.. Adakah Chong Wei menjadi angkuh seperti bakal raja najib mongolia pada masa saat saat ini?! tdk.. Walaupun Agung kita Tunku Mizan juga tdk titah macam najib yg angkuh ini kata, Agung hanya terus memberi sokongan dan sentiasa mengambil berat dan berdoa agar Lee dapat membawa balik pingat emas pertama dgn penuh ikhlas.. Najib ingat dia tu apa kalau dia bukan anak kepada Tun Razak!!
Pada masa ini kita hendak sokongan kpd beliau (Lee Chong Wei)dan bukan memberi dia tekanan sebegini yang macam datuk najib kita buat!! seakan akan dia tdk turut gembira jika Chong Wei menang.. Ini bakal PM adalah memang racist yg tercatat pd sejarah benar dan juga orang yg disyaki terlibat dlm kes pembunuhan mongolia yg kejam!! Memang saya tak mahu jumpa atau tengok muka dia malah dgr katanya saya pun tak dpt terima!!
Semua rakyat Malaysia harap Lee akan menang pingat pertama olimpik tetapi memang saya rasa sedih dan marah dgr kata kata Najib Mongol ini!!

Calon Barisan baru Zz
Ahli Dewan Undangan Negeri (ADUN) Seberang Jaya, Datuk Arif Shah Omar Shah telah dipilih malam semalam untuk mewakili Barisan Nasional (BN) bertanding dalam pilihan raya kecil kerusi Parlimen Permatang Pauh 26 Ogos ini.
Setelah UMNO lama berfikir akhirnya dapat juga pilih calonnya, memang benar kata Tun Mahathir bahawa tiada calon yg special dlm umno mampu cabar atau menandingi Datuk Seri Anwar=)
Gambar Najib tahniah kawan baik dia iaitu Datuk Arif dan manakala orang yg gagal dipilih calon jgn bersusah hati hijrahlah ke Pakatan Rakyat terutamanya sebelum ini Ketua Umno Permatang Pauh Datuk Abdul Jalil Abdul Majid berlagak lagak depan rakyat bahawa dia adalah calon yg paling sesuai dan kini hakikat adalah sgt menyedihkan hati Datuk Abdul Jalil ini.. Sedihnya Datuk tak apa berusaha lagilah..
Hairannya.. Akhbar online kepunyaan Barisan semuanya delete rencana bahawa Datuk Jalil adalah calon yg paling sesuai, spekulasi mrk selalunya salah dan ini amat kurang menyakinkan pembaca pembaca
Saya tak faham Datuk Arif Shah Omar hanya menang dgn majoriti 533 undi sahaja adakah dia mampu menentang atau berkebolehan mencabar pemimpin rakyat iaitu Datuk Seri Anwar Ibrahim?!! Dulu Barisan kata calon di DUN tdk boleh clash menjadi calon di Parlimen kan?! Skrg copy pula pattern dari Pakatan pula calon mrk boleh menjadi ahli dewan undangan negeri dan disamping menjadi MP zz.. Dah gilakah Barisan apa strategik yg kamu guna tu?! Begitu yakinkah akan menang?! Semua hanya ada UMNo kata tiada orang boleh komen UMNO kata benar maka itu adalah kebenaran tiada kesalahan oleh UMNO..
Yakin kamu orang yakin apa tu?!! Saya berdoakan agar kamu (Barisan) orang tu moga moga bukan disebabkan rasuah ataupun bersubahat dgn SPR dan beli undi pengundi! Saya benar benar harap Malaysia dpt jalankan sistem pengundian yg adil dan saksama pada pilihanraya kecil ini krn negara ini kata adalah negara demokrasikan, biarkan orang yg benar benar telus dan ikhlas yang ingin berkhidmat dan bela nasib rakyat dikampung menjadi pemimpin kita dan pada masa ini memang jelas bahawa Datuk Seri Anwar Ibrahim memang ikhlas utk menyelamatkan rakyat ..
Jika Barisan ataupun UMNO hendak gunakan wang kerajaan kepunyaan rakyat sejumlah berbillion billion itu utk memajukan jalan jalan dan longkang longkang di Permatang Pauh utk memang pilihanraya ini tak apa asalkan jgn merosakkan sistem keadilan pilihanraya di negara kita ini dgn membeli undi undi hantu atau bersubahat dgn pihak pihak tertentu..
Diharapkan SPR dapat gunakan dakwat yg dibeli itu drpd dibazir ataupun dijual balik dgn separuh harga dipasaran luar, memang tak faham barang barang kita beli akan naik tidak turun tetapi pihak kerajaan jual barang boleh boleh turun susah naik Zzz.. aiyooyoo..
Pada spekulasi saya selepas UMNO mengumunkan calon dia ini saya 90% yakin Anwar akan menang pada pilihanraya kali ini, kalau betul betul Datuk Ser Anwar Ibrahim kalah pada pilihanraya kali ini, ini dapat mejelaskan betapa gelap dan kotornya permainan politik dinegara ini dan tahniah ini adalah hasil daripada parti yg rakyat undi utk memerintah kita selama..
Pada masa itu rakyat betul betul mesti jgn buta lagi pilih kerajaan korup ini pada PRU13 utk memimpin rakyat Malaysia biar kita failkan Barisan di Muzium buat selama lamanya krn kita telah menyaksikan pelbagai kali pilihanraya dijalankan dgn taktik taktik yg kotor oleh mereka utk menang!!
Mahu main kotor pada piliharaya kecil disatu tempat adalah amat senang tetapi mahu main kotor pada PRU adalah sikit susah krn tdk mungkin dan mustahil mrk dpt beli kesemua undi Parlimen dan DUN..
